WHAT IS NURSING AND MIDWIFERY SIERRA LEONE ACT?

The Nursing and Midwifery Council (NMC) of Sierra Leone is a corporate body with perpetual succession and a common seal, capable of suing and being sued in its corporate name, and with power, subject to the provisions of this Act, to do all acts and things that a corporate body may by law do or perform. The NMC of Sierra Leone is a Statutory Body established by an Act of Parliament (Nurses and Midwives Act, Caps 152 & 153).

 The Nurses Act (Cap 152)- This provides for the registration and training of nurses, for the training and enrolment of persons engaged in nursing, regulates the practice of nurses and enrolled persons, and imposes a penalty in the event of a breach.

 The Midwives Act (Cap 153)-This regulates the training, practice, registration and enrolment of midwives or persons engaged in midwifery, imposing a penalty for non-compliance.

NMC is the regulator for two professions: Nursing and midwifery.

WHY IS THE BILL SO IMPORTANT FOR NURSES AND MIDWIVES?

The Bill is so important for nurses and midwives because the legislation requires the Council to make rules in relation to the operation of its main functions. The Act enhances the protection of the public in its dealings with the professions, while ensuring the integrity of the practice of nursing and midwifery. In addition, it gives the legal power to the Council to execute its legal mandate on behalf of nurses and midwives including:

  • Establishing and improving on the standard of professional nursing, midwifery, and health care delivery service within the community.
  • With the approval of the minister, make provision for the training and instruction for person’s seeking registration or enrolment under this act.
  • With the approval of the Minister, prescribe and regulate syllabuses of instruction and courses of training for person seeking registration of enrolment under this act.
  • Give accreditation to institutions for training person seeking registration of enrolment under this act.
  • Prescribe and conduct examination for person seeking registration of enrolment under this act.
  • Prescribe badges, insignia, or uniforms to be worn by persons registered, enrolled, or licensed under this act.
  • Have regard to the conduct of persons registered, enrolled, or licensed under this act, and to take such disciplinary measures as may be necessary to maintain a proper standard of conduct among such person.

The NMC envisions a nursing and midwifery workforce with a dynamic leadership, coupled with advanced learning to deliver high standard of health services to the population of Sierra Leone.Nursing remodeled and upheld with respectability and dignity; through Continuous Professional Development, adhering to Standards Operation Procedures (SOPS) & policies developed in the discharge of our duties.Nursing agencies built to complement the effort of Government in order to reach each doorstep with health service delivery.
